Robert Foster was NCFR's 10th President. He was the head of the Family Life Dept. and Director of Marriage and Parental Counseling Services at the Merrill-Palmer Institute (1932-47). He was Professor of Family Relations and Sociology at the University of Kansas. In 1950 he was named Director of the Marriage Counseling Service & Training Program at the Menninger Foundation in Topeka, and in 1959 he joined the staff of the Tulsa Oklahoma Psychiatric Foundation. As President, he appointed several committees, one to study and clarify the relationship of the sections in the organizational framework.
